Butler Snow LLP is pleased to welcome attorney Van B. Moreland to the firm’s Regulatory and Government Relations Group in its Austin, Texas, office.

Moreland is a member of Butler Snow’s Regulatory and Government Relations group, where his practice focuses on utility regulation, regulatory compliance, and enforcement matters. He advises clients operating in highly regulated industries on navigating evolving regulatory frameworks, responding to enforcement inquiries, and understanding the impact of legislative and rulemaking developments on their operations.
Moreland regularly counsels generation companies, data centers, and other large-load market participants on regulatory compliance and market structure rules. He also represents clients in administrative litigation, including enforcement proceedings and utility rate matters, and assists clients in developing regulatory policy strategies in proceedings before the Public Utility Commission of Texas and Electric Reliability Council of Texas.
Prior to joining Butler Snow, Moreland served as Commission Staff at the Public Utility Commission of Texas in the Division of Compliance and Enforcement. In that role, he investigated utility performance and compliance issues, including weatherization and service quality obligations. He also negotiated settlements, participated in rulemaking proceedings, and represented Commission Staff before the Commission and the State Office of Administrative Hearings.
Moreland earned his Juris Doctor from St. Mary’s University School of Law and his bachelor’s degree from the University of Texas at Austin. He is admitted to practice in Texas.
