He has represented cities, counties, schools, community colleges, hospitals, universities, developers, companies, economic development agencies, and other entities to assist them in constructing and developing projects statewide.

About
Troy helps cities, counties, and other public bodies finance projects to improve services, infrastructure, and grow their economies. As a bond attorney, Troy provides the full complement of tax, securities, and bond structuring services to help his clients borrow funds in the most efficient manner possible. Throughout his career, Troy has served as bond counsel to public entities for hundreds of financing transactions.
Troy also has a particular expertise in advising public and private clients about the local economic development incentives available to them for commercial and industrial projects. He has participated in reviewing, analyzing, and structuring a variety of public finance, economic development finance projects, and structuring innovative public-private partnerships to best meet the needs of his clients for over 20 years.
Troy is General Counsel to the Mississippi Municipal League (“MML”). In addition to the normal duties as general counsel, he is a frequent lecturer at MML events on public finance, economic development incentives, and blighted property clean-up and redevelopment. He has also given presentations on public finance and economic incentives for other state and national organizations including the Mississippi Economic Development Council, the Mississippi Association of Supervisors, and the Council of Development Finance Agencies. |

- Bond Counsel in various public finance transactions involving taxable and tax-exempt bonds and loans, general obligation bonds, revenue bonds, tax increment financing bonds, special assessment bonds, urban renewal bonds, 501(c)(3) financings, the financing of healthcare facilities, the financing of educational facilities, industrial development bonds, and financing various transportation projects.
- Bond Counsel in connection with the financing of healthcare facilities that include revenue bonds and combined federal and state programs together with other state and local economic development incentives.
- Bond Counsel to cities, counties, schools, and universities in lease/purchase transactions involving the purchase of buildings and equipment and the purchase and installation of energy conservation systems.
- Developer’s Counsel in negotiating various local economic incentives statewide.
- Counsel to public and private clients in drafting legislation for various economic development incentives and to assist in project financing.
