Rebecca is a member of Butler Snow’s Health Law and Regulatory and Government practice groups. She brings unique client perspective as a former government and in-house attorney and focuses her practice on health law, administrative processes, regulatory compliance, and appeals.

Rebecca’s background combines in-house and government practice, allowing her to provide practical legal guidance to clients navigating complex regulatory matters. Her administrative and regulatory experience spans multiple sectors, including health law, education law, environmental regulation, and agency compliance. This experience enables Rebecca to help clients navigate complex regulatory challenges and evolving compliance obligations.

While in law school, Rebecca served as a judicial intern for the Honorable Judge Wendy Beetlestone of the United States District Court for the Eastern District of Pennsylvania and as a judicial extern for the Honorable Justice Dawn Beam of the Mississippi Supreme Court.

Experience

  • Represented a multifaceted organization providing behavioral health, educational, and social services, advising on a broad range of regulatory, operational, and transactional matters.
  • Provided regulatory compliance guidance to investigative agencies regarding statutory confidentiality and disclosure requirements pertaining to minors.
  • Advised behavioral health provider on complex regulatory compliance matters, including HIPAA, telehealth regulations, mobile health and wellness applications, and the use of artificial intelligence in the healthcare setting.
  • Advised a network of special purpose schools of wide range of education law matters, including FERPA compliance, governance, and risk management.
  • Obtained favorable litigation outcomes, including securing dismissals and favorable rulings successful dispositive and other key motions in state court proceedings.
  • Counseled organizational leadership on risk assessment and mitigation strategies in highly regulated healthcare and human services environments.
  • Managed high volume contract needs, including the drafting, review, revision, and negotiation of a diverse portfolio of commercial, vendor, and service agreements.
  • Presided over Mississippi Coordinated Access Network appeals involving denials of coverage.
  • Presided over hearings involving adverse audit findings on behalf of the Mississippi Division of Medicaid.
  • Contributed to the development of statewide policy initiatives relating to maternal health and fee-for-service reimbursement models
