Overview

Dillon is a member of Butler Snow’s Regulatory and Government practice group and represents agencies, boards and private companies in administrative proceedings, rulemaking, litigation and public‑facing projects. He serves as co-counsel to the Mississippi Charter School Authorizer Board and represents the Board and manages all legal issues. Dillon advises both private and public utilities on compliance and proceedings before public service commissions and local governments. Dillon’s experience spans administrative & regulatory law, governmental litigation, environmental and environmental litigation, public finance and economic development, and redistricting & voting rights. He clerked for U.S. District Judge Taylor B. McNeel and holds both a J.D. and a Master of Public Service. He has been recognized in BL Rankings, The Best Lawyers in America®: 'Ones to Watch' for Government Relations Practice (2026).

About

Dillon helps clients navigate the intersection of law, policy and government. A member of Butler Snow’s Regulatory and Government group, Dillon represents agencies, boards and private companies in administrative proceedings, rulemaking, litigation, public finance and economic development matters across Mississippi and the Southeast. His practice spans administrative & regulatory law, governmental litigation, environmental and environmental litigation, redistricting & voting rights, and public finance—allowing him to guide clients from strategy through execution in forums where legal, technical and political considerations converge.

 

Dillon represents the Mississippi Charter School Authorizer Board (MCSAB) and manages all legal issues. He assists the Board with the creation and negotiation of charter contracts, legal compliance, and managing legal aspects of oversight and accountability, such as revocation and renewal processes.

 

In the utilities space, Dillon advises both investor‑owned and publicly owned utilities—as well as entities interacting with them—on regulatory compliance, permitting, transactional issues and proceedings. He draws on Butler Snow’s longstanding utilities practice to tackle matters involving electric, gas, water, sewer, telecommunications, transportation and pipeline operations.

 

Before entering private practice, Dillon clerked for The Honorable Taylor B. McNeel of the United States District Court for the Southern District of Mississippi, experience that informs his approach to complex administrative and appellate questions. He also brings policy training to the table—earning a Master of Public Service from the University of Arkansas Clinton School of Public Service alongside his J.D.—which clients value when legal solutions must work in real‑world governmental contexts.
