Butler Snow is pleased to announce that Rebecca L. Hamilton has joined the firm’s Health Law and Regulatory and Government practice groups in the Ridgeland office.
Hamilton brings a distinctive combination of government, in-house and private practice experience, focusing on health law, administrative processes, regulatory compliance and appeals. Throughout her career, she has advised clients navigating complex regulatory frameworks and evolving compliance obligations across the healthcare, education and government sectors.
Prior to joining Butler Snow, Hamilton counseled organizations on a wide range of legal, regulatory, operational and contracting matters. Her experience includes advising behavioral health providers on regulatory compliance issues involving HIPAA, telehealth, digital health and wellness technologies and artificial intelligence in healthcare settings. She has also provided guidance on education law matters, including FERPA and IDEA compliance, while assisting organizational leaders with risk assessment and mitigation strategies in highly regulated environments.
Hamilton’s background also includes significant experience with administrative proceedings and public-sector healthcare issues. She presided over appeals involving denials of coverage within the Mississippi Coordinated Access Network and hearings related to adverse audit findings on behalf of the Mississippi Division of Medicaid. In addition, she contributed to statewide policy initiatives involving maternal health and fee-for-service reimbursement models.
She is a member of the American Bar Association and the Capital Area Bar Association and regularly serves as a Committee Chair for the Mississippi Bar’s Young Lawyers Division and Jackson Young Lawyers. In 2023, Hamilton was awarded the MC Law Moot Court Boards’ Excellence in Advocacy Award. She was also inducted into the National Order of Barristers in 2021.
Hamilton earned her Juris Doctor, cum laude, from Mississippi College School of Law, where she served as Executive Editor of the Mississippi College Law Review, chaired external competitions for the Moot Court Board and served as president of the Health Law Society. She also earned her bachelor’s degree, summa cum laude, from Delta State University. Rebecca also holds an associate’s degree in history and political science from Copiah-Lincoln Community College.
In her free time, Hamilton coaches MC Law Moot Court teams for Pace University’s National Environmental Moot Court Competition and Stetson University’s National Pre-Trial Competition.
