Butler Snow LLP attorneys J. Troy Johnston and John David (JD) Luffey will be presenting at the 2025 Mississippi Municipal League’s Small Town Conference in Philadelphia, Mississippi, on October 15, 2025. Their presentation, “State Statute Miss. Code Ann. § 21-19-11: Cleaning of Private Property,” will provide an update on current cleanup law in the state of Mississippi.

Troy Johnston
Johnston is a member of Butler Snow’s Public Finance, Tax Incentives & Credit Markets Group and focuses his practice on municipal bonds, public finance, economic development incentives and government relations. In his practice, he has represented cities, counties, community colleges, universities and other organizations across Mississippi.
JD Luffey
Luffey is a member of the firm’s Regulatory & Government Relations group and focuses his practice on governmental representation, as well as commercial and transportation litigation. He has represented a variety of clients across several different industries. During his time at the Mississippi College School of Law, he was a Staff Writer for the Mississippi College Law Review.
