Butler Snow attorneys John F. England and Tray Hairston will be speaking at The P3 Conference (“P3C”). Their roundtable discussion on April 7 is titled “Innovative Public Finance Solutions for Government Projects.” Both attorneys will provide thoughts on tax-reform and the potentially overwhelming number of government projects that may be able to benefit from innovative financing structures and the other types of economic development incentives that could provide support.
Hairston will also speak on a panel on April 9, 2025, titled “Beyond the Blueprint: Building Infrastructure That Works for Everyone,” a breakfast workshop that will explore how the alignment of funding, planning and execution can deliver projects that have a real and lasting impact by enhancing project success and community acceptance.
P3C is an annual Public-Private Partnership (“P3”) conference where public officials and private industry collaborate to streamline the design, construction, financing, and maintenance of vital infrastructure. The conference is committed to bringing the public and private sectors together for collaborative discussions and networking to address our nation’s critical infrastructure needs.
John England served as the practice group leader for Butler Snow’s Public Finance, Tax Incentives and Credit Markets group for over 14 years. England concentrates his practice on government finance, tax credit finance and economic development incentives. He has participated in reviewing, analyzing and structuring a variety of public finance, economic development finance and tax credit finance transactions for nearly 30 years. He has been involved in financings to support hospitals and other healthcare projects, natural gas, electricity and other energy projects, transportation projects, manufacturing and processing facilities, commercial developments, and community development and other urban renewal projects.
England is AV-rated by Martindale-Hubbell®, and his work has been recognized by Chambers USA, BL Rankings, The Best Lawyers in America® and Thomson Reuters Super Lawyers®. In 2024, The Legal 500 US recognized him in the editorial for nationwide Finance: Project Finance. Additionally, The American Lawyer previously named him “Dealmaker of the Year”. He has also served in leadership roles for the National Association of Bond Lawyers.
Tray Hairston is a member of the firm’s Public Finance, Tax Incentives & Credit Markets group and concentrates his practice on public finance and economic development matters. He has served as bond counsel for various cities and counties as well as incentive counsel to developers and companies working on transactions totaling more than $2 billion. In addition, he is a Certified Economic Developer (CEcD) through the International Economic Development Council. In his role as a CEcD, Hairston provides economic development consulting advice to communities throughout the country and site selection consulting advice to companies throughout the U.S.
Hairston has been recognized by BL Rankings, The Best Lawyers in America® for Economic Development, Thomson Reuters Super Lawyers® and Southern Business & Development’s Under 50 Economic Developers to Watch. In 2018,The Bond Buyer publication recognized Hairston as one of the 28 “Rising Stars” within the public finance industry throughout the country.
