Overview

Elizabeth Lambert Clark focuses her practice on public finance and governmental relations, representing cities, counties, community and junior colleges, school districts and other public entities throughout the State of Mississippi in connection with municipal financing matters.

Since 2003, Elizabeth has served as bond counsel, underwriters counsel and disclosure counsel on a broad range of public finance transactions supporting capital improvement, infrastructure, equipment acquisition, and economic and development initiatives. Her experience includes representing governmental issuers in financings involving general obligation bonds, special obligation bonds, tax increment financing bonds, lease purchase transactions, revenue bonds and financing conducted through the Mississippi Development Bank.

Elizabeth works closely with public officials, financial professionals and transactional participants to structure, authorize and close complex public financings while helping clients navigate regulatory and disclosure requirements efficiently and strategically. 

She has been recognized in The Best Lawyers in America® for Governmental Relations Practice (2016-2026) and Pubic Finance Law (2024-2026), and was previously recognized by Thomson Reuters Super Lawyers® as a Mid-South Rising Star, Government Finance (2012-2018).
