Overview

Collier is a member of Butler Snow's Public Finance and Environmental practice groups. He has extensive experience in public finance matters and environmental matters impacting a variety of private industries and public entities. 

Experience

  • Extensive experience advising public entities on matters regarding governance, compliance and public financing options.
  • Regularly represents issuers and underwriters with public financing transactions, including serving as bond, disclosure or underwriter’s counsel. 
  • Extensive experience providing advice to public and private entities and individuals regarding a variety of environmental matters.
  • Experience helping clients resolve environmental permitting and compliance issues with the Georgia Environmental Protection Division.
  • Regularly represents a client in multiple solid waste facility transactions with both public and private entities, including addressing any related local, state or federal environmental matters that might arise.      
  • Regularly represents clients in real estate purchase, sale or lease transactions and other contractual matters in the solid waste and agricultural industries. 
  • Represents local governments and private companies in solid waste planning efforts and contractual negotiations.
  • Represented Concentrated Animal Feeding Operations (CAFOs) and other property owners in matters regarding federal and state permitting and compliance issues.
  • Represented a CAFO, other agricultural facilities and other property owners in litigation involving alleged nuisance and water runoff issues and specific Clean Water Act violations.
