Legal Experience
- Representation of State of Mississippi, boards, commissions, political subdivisions and numerous public officials.
- Representation of private entities in dealings with governmental entities.
- Served as Bond Counsel to State of Mississippi, Mississippi Business Finance Corporation, Mississippi Development Bank, Mississippi Home Corporation, Mississippi Hospital Equipment and Facilities Authority, Mississippi Business Finance Corporation and Mississippi Development Bank.
- Served as bond counsel for Mississippi cities, counties and utility districts.
- Assisted with drafts of legislation creating the Mississippi Development Bank, lease/purchase statutes, tax increment financing (TIF) statutes and Public Improvement District (PID) statutes.
- Provided technical assistance in drafting GO Zone legislation.
- Served as Underwriter’s Counsel to Morgan Keegan, Morgan Stanley, Goldman Sachs, Bank of America, JPMorgan and many others.
- HELP Program – Assisted in creating a unique program whereby federal interstate highway can be constructed with bonds issued by the Mississippi Development Bank and retired with 80% federal funding and 20% matching state funds.
- Mississippi Development Bank Pool Loan Program – Allows local governmental entities to borrow for projects on a variable rate basis with flexible repayment terms.
- Correctional Facilities – Assisted in developing a bond financings program for regional correctional facilities and privatized correctional facilities.
