If you’re a private entity that wants access to capital markets or a community working with a developer who needs financing to get a Brownfield project started, the PABs may be a development finance tool available to you.  When a PAB is “qualified,” the interest on the bonds is exempt from federal income taxes, providing the borrower with lower-cost capital than would be available through taxable bonds or traditional bank loans.
